The following reports and techical studies are a significant component of the evidence base - further reports and studies will be added as they are published. Call for Affordable Housing Sites
We are undertaking a Strategic Housing Land Availability Assessment (SHLAA) to identify new potential sites for affordable housing for people with a local connection. As a key part of the SHLAA, the public is invited to propose sites - including land or buildings - that may have the potential to deliver affordable housing for local communities within the next 15 years.

Exmoor National Park Annual House Price Survey

The Exmoor National Park House Price Survey has been carried out on an annual basis since July 1998.  The information gained from this desktop study, contributes towards monitoring and reviewing present housing policies within the Exmoor National Park Local Plan - in terms of assessing the requirement for local needs affordable housing - and also forms part of the evidence base which will help inform future housing policies within the Local Development Framework

Exmoor National Park Housing Report

The Housing Report is produced annually and incorporates:

  1. The housing land availability survey which is carried out during April each year. The purpose of this survey is to establish progress on the construction or creation of housing (or dwelling units) in the National Park during the previous financial year.
  2. Progress on the provision of local needs affordable dwellings within the National Park.  This update provides the number of completed local needs affordable dwellings since the adoption of the Local Plan on 1st March 2005 and those coming forward through the planning process.

The National Park Authority is required to carry out the survey each year as the information it provides is required for national and regional monitoring purposes. The data is also essential for monitoring indicators for the Local Plan housing policies within the Annual Monitoring Report and will form part of the evidence base in preparation of the Local Development Framework.

West Somerset Council & Exmoor National Park Authority

STRATEGIC FLOOD RISK ASSESSMENT (Level 1) - March 2009

The Strategic Flood Risk Assessment (SFRA) is a tool which has been developed to provide an overview of flood risk within the local planning authority areas of West Somerset Council and Exmoor National Park Authority.  The Level 1 SFRA is a desk-based study using data collected from numerous sources including the Environment Agency, water utility companies and local authorities - this provides a broad assessment of flood risk taking into account historic flood events, present areas at risk of flooding, and areas which may become at risk of flooding in the future.

The SFRA will assist the Authority in preparing policies regarding land-use and the location of future development. The information in this Level 1 report will enable the Authority to apply the Sequential Test to proposed development sites - this aims to guide development to areas of lowest flood risk.

NORTHERN PENINSULA STRATEGIC HOUSING MARKET ASSESSMENT (NPSHMA)

Exmoor National Park Authority worked together in partnership with West Somerset Council, North Devon Council, Torridge District Council and Devon County Council in the preparation of this report for the Northern Peninsula Housing Market Area. The purpose of the NPSHMA is to define how the local housing markets function and predict how they will operate in the future. The report focuses upon five key questions - these are:

  1. How can the Housing Market Area for the Northern Peninsula be defined?
  2. Who lives in the area? How might this change, and what are the implications for determining the future need and demand for housing in the area?
  3. What choices do consumers have in the housing market? What are the gaps in the pattern of supply and how affordable is local housing?
  4. What is the projected future requirement for housing, including affordable housing?
  5. What are the implications of this analysis for intervening in the local housing market?

Local planning authorities are required to take account of the evidence provided by strategic housing market assessments when preparing spatial housing policies within development plan documents.

EMPLOYMENT LAND REVIEW

The Employment Land Review (ELR) assesses the future demand for business premises on Exmoor including for offices, manufacturing, tourism, agriculture and public services and will be used to inform future land use policies. The research included engagement with stakeholders such as agents and local businesses and a study into the quality of existing employment sites.

A key conclusion of the ELR is that instead of allocating land for employment purposes the Local Development Framework should provide a basis for the release of appropriate sites and premises for business uses in response to emerging needs and that existing employment land should be protected from alternative uses unless there is a clear justification for a loss of employment use. The need for complementarity between the economic prosperity and environmental quality of Exmoor is also highlighted.
